Mayors of Slovakia

Memorandum with ZMOS sets a framework for Slovak–Ukrainian cooperation between towns and municipalities

The memorandum signed by ZMOS and the association that now operates as Mayors of Slovakia laid the foundation for connecting municipalities systematically.

The Association of Towns and Municipalities of Slovakia (ZMOS) and the Coalition of Cities, Partnerships and Sport (Koalícia miest, partnerstiev a športu) signed a Memorandum of Cooperation in Bratislava on 25 November 2025. It was signed for the organisations by ZMOS chairman Jozef Božik and by Alexander Sirko. The coalition later began to operate as Mayors of Slovakia; the cooperation agreed then remains the starting point of its current activities.

The document is more than a statement of general support. Its aim is to create a working framework in which Slovak towns and municipalities can connect purposefully with Ukrainian municipalities, experts and other institutions. The international Mayors’ Club network is also counted on in the search for partners.

The agreed thematic areas include municipal diplomacy and twin towns, expert exchange, the recovery and resilience of territories, the modernisation of public services, digitalisation, education and youth work. The framework also covers community activities, social inclusion and the preparation of cross-border projects.

Continuity matters most: from the first contact between municipalities, through naming shared needs, to preparing a project plan. The memorandum alone does not guarantee funding or the implementation of projects; it does, however, create a basis on which concrete Slovak–Ukrainian cooperation can be developed over the long term.
