Ukrainian Summit of Mayors: rebuilding communities takes projects and international partners

The second All-Ukrainian Summit of Mayors discussed how to turn the recovery of Ukraine into feasible projects of towns and municipalities.

On 20 and 21 November 2025 representatives of the non-governmental organisation Mayors of Slovakia took part in the II All-Ukrainian Summit of Mayors. Organised by the Mayors’ Club platform together with Economy of Trust Ukraine, the event brought together representatives of local communities, experts and partners working on the development and recovery of Ukraine’s regions.

The main message of the talks was that, besides rebuilding physical infrastructure, municipalities also need ready investment plans, available expertise and trustworthy partnerships. The discussions therefore went beyond immediate aid and turned to the long-term resilience of communities, economic opportunities and ways of financing local projects.

From investment plans to services for residents

The programme touched on the development of industrial parks and agricultural projects, energy and digital solutions, education and the rehabilitation of veterans. Public–private partnerships and cooperation between several municipalities also drew attention. The Global Congress initiative presented at the summit is meant to help connect Ukrainian municipalities with foreign partners, entrepreneurs and investors.

For Slovakia, the summit brought ideas for partnerships in which expertise and foreign contacts turn into concretely prepared plans. The association’s role is to support such connections and to help local actors find realistic next steps, not to take the place of municipalities’ own decisions.
